1 1/4 cup quick oats
1 1/4 cup flour
1/4 teaspoon salt
3/4 teaspoon baking soda
1 cup brown sugar
1 cup butter, melted
1 bag milk chocolate chips
3/4 package Kraft caramels
6 tablespoons heavy cream
Mix the first six ingredients and press 3/4 of the mixture into a 9-by-13 pan. Bake at 350 degrees for 10 minutes. While hot, sprinkle with chocolate chips. Melt Kraft caramels and heavy cream together; pour over chocolate chips. Sprinkle with the remaining crumb mixture. Bake for an additional 15-20 minutes.
